Charles Thomas Barr attended Harvard on a Naval scholarship and graduated in 1960. He began his Naval career in 1961 aboard the USS Wren (DD-568) as an ensign and then as the Deck Officer. He was reassigned to the USS Massey (DD-778) as Ordinance Officer which coincided with the Massey's Modernization Program that included the addition of a Drone Antisubmarine Helicopter Deck. Afterward the Massey resumed her Hunter/Killer exercises in the Atlantic and the Mediterranean. He received his Honorable Discharge in 1964.
